I once learned this from a tutorial I purchased from Sakimichan, where she explained it in depth in a video.
I always loved concept art and how she came up the design in her video.
I last watched the video 3-4 years ago but I like this technique to come up with designs, when I just don't know what to do.

By starting with the canvas zoomed out, you draw a tiny figure and you stop worrying about any details. Just the shapes and from that you can get inspired to work them out.
You should keep the canvas zoomed out through most of the process to not lose yourself in the tiny details too soon.
Take the last step of the sketch and resize it to match your canvas, from there you can start doing outlines, etc... in high resolution.
